Job SummaryThe Department of Social Services (DSS) is seeking an experienced IT Project Manager to lead and manage enterprise-level technology initiatives for the Division of Child Support. The role involves overseeing system transformation projects, aligning business and technical requirements, and ensuring successful delivery within scope, time, and budget.

Key Responsibilities

• Lead design, development, and implementation of IT transformation projects
• Provide strategic direction for enterprise-level technology initiatives
• Define business and technical requirements in collaboration with product owners, SMEs, and scrum teams
• Manage large-scale enterprise projects as well as smaller initiatives
• Coordinate with development teams and vendors to ensure successful implementation
• Establish and maintain project governance and control frameworks
• Ensure projects are delivered on time, within scope, and within budget
• Mentor and guide state personnel in project management practices
• Support knowledge transfer and training for long-term sustainability

Required Qualifications

• Strong experience in IT project management, particularly in large-scale enterprise environments
• Knowledge of child support program policies, procedures, and business operations
• Experience in child support system modernization projects
• Proven track record of successfully managing IT solutions
• PMP Certification or equivalent project management experience
• Strong understanding of project governance and delivery frameworks

Technical Skills

• Familiarity with software development methodologies:
  • Agile
  • Waterfall
  • DevOps
• Experience with enterprise system implementations
• Strong stakeholder management and communication skills

Preferred Skills

• Experience working with government or public sector agencies
• Ability to provide strategic IT leadership
• Experience mentoring and training team members
• Strong risk management and problem-solving capabilities

Work Environment

• Primarily remote role
• Must be available for travel to Pierre, SD on an as-needed basis
